They keep you banned after it because they consider it your fault your account was stolen in the first place, your account details don't leak themselves out unless you've gave them out or downloaded a keylogger from something that is (most likely) illegal or in the grey area.
I disagree with the last statement. Why? Generally a good alphanumeric password combining uppercase, lowercase, numbers and symbols of about 10 characters in length should deter any brute-forcing attempt. It would literally take years in most cases when you factor in the lockout periods (the time between re-trying when too many attempts have been used). This is the core issue i'm sure with most things on the web. People don't use strong enough passwords and, in addition, they use the same/similar password for everything.
Of course, all this clever passwording counts for nothing if you go and get your PC compromised by some malicious software (such as a keylogger). Again, this is something which happens far too often, and it's just down to people downloading anything and everything carelessly. It doesn't matter what security software you are using. Chances are, at some point if you're doing this, you will get caught out.
