Hex Editing the Save Files

ima admit i im not goodat hexing if i send my save file to some one can they change the 28 % percent team recharge rate to 100%?

I doubt a 100% recharge rate can be done, cauz current hex editing methods only edits within the limits that the game can randomize and set normally. A range of around 60-70% shld be doable.

Ya I don't really see that being possible since it random generates stats based on the items level range. So if you change anything on it, the best you can do it make it as good for it's level range as possible editing the item itself. No real way to change the stat individually I'm guessing. Really keeping an eye on that one editor. Looks really good so far. Looking forward to more to make it simpler. Hex isn't all that bad though.

The stats are saved, so there should be a way of changing them.

If damage was just randomly generated based on quality level, the stats would refresh every time you opened the game.

Damage isn't randomly generated only based on level. To be closer to fact, it isn't randomly generated. The parts of the weapon are. That changes it's stats. The problem is, based on the level of the item, it changes as well. So there's no way to be 100% certain what the damage will be.

For example, I gave myself 144 more damage to my sniper rifle by changing all the different parts to *_4 (including the sight giving it a better zoom) and even changing the material over to an Atlas weapon. Then changed the level range to 03 (31-40) as soon as I entered the game, it had to regenerate the stats based on the materials and level range. Did the same to a revolver, added 70dmg to it just by changing the material and barrel.

So basically in a matter of speaking, it does generate the stats every time the game loads. But based on static information in the save of how the weapon was picked up; or generated in the first place, and what it's made of.
