WTF ARE YOU KIDDING? SORRY THAT I WRITE IN CAPS BUT IT ****ING WORKS!!!
Don't ask me why, but the -windowed got it running for me (I couldn't even start it before, I had the problem with the german version mentioned in the patch notes)

Texture problem just can be solved by new graphical driver!!!
Better way to get that settings , make commandline.txt with those commands you want.

It runs for me better without any start options...
Licensed version even run better than cracked one O.o (don't ask me why , tried crack and fps were down to 10-15 , without crack i get ~30-40

This game is badly optimized and this thing with windowed mode and command line can work on some rig's and on others not. It's like they didn't beta tested this game at R*.
Can't understood why my pc ( core2duo 6300, gforce 8800GT, 2GB of ram) runs all games smooth on high setting ( without anti alias) and gta4 are sometimes unplayable ( have legitimate copy, not using any crack) - fps are falling from 25 to 9 sometimes even 5. Mainly it's stays somewhere in the middle ( 17 or 16 fps).

This is great game ( was playing it on Xbox360) and i want to play. Rockstar dooooooo something for god sakes.

The point is , that GTA use very much CPU performance and RAM.
It's not like other games based on graphical card.
If you turn high quality textures on , you need 1.8 GB RAM just for them.

I think the game had to go to gold status earlier than planed (because of certification from M$) and so it wasn't ready.
So rockstar already was working on patch days before the game was out.

Also most problems are cause social club & live (the test sample without both things was running well)

Also, be aware that the X360 version of GTA IV uses a quite low setting, compared to what the PC version can be set to. View and detail distances are set to 22 on the X360 version, whereas a PC user can potentially crank this up to 100. (Well, you might, if you're running a 4870x2 CF rig ^^ with an i7 965 and 6gb of DDR3 ofc...)

But yes, the game is just a straight-trough port, with very few optimizations done to fit the PC. Wish this darn long delay from the 360 release would actually be worth it, but it surely isn't, since it's practically the same stuff wrapped in a new executable with extra "protection" included. (*cough* SecuROM bloatware *cough*)

Let's see if R* can actually do something for us that bought the game, not just spend all their money on some $200k copy protection that will eventually get cracked anyway. This game needs a patch!

you should be able to run it fine. my spects are a little under yours and i run the game on the high settings just fine.

yes hence my post. as for vista users turn on superfetch and it fixes the texture issue
