i have bolth but pearl is better cuase palkia has stronger stats, type water/dragon and better move set than dialga weaker stats and steel/dragon

Technically the base stats are the same, your Palkia must have better IVs, EVs or nature than your Dialga.
If IVs, EVs and Nature are the same Dialga will have higher Defence and HP, Palkia will have higher Speed and Sp.Def.

Dialga has 12 resistances and 2 weaknesses (ratio of 6:1 in favour of), Palkia has 3 resistances and 1 weakness (ratio of 3:1 in favour of).

As for moveset, there are two moves that Palkia can learn that Dialga can't and are worth learning, Spacial Rend and Surf, though Spacial Rend can be substituted with Dragon Pulse.

Spacial Rend is better 'cuz you have to rest a turn after using Roar of Time!

There is no actual difference,
but if my life depended on having to choose one it would be Diamond.

RoT is the dragon version of Hyper Beam, on average it has a base power of 75 (150 over two turns as opposed to DP's 180 over two turns or 90 per turn) and can effectively give your opponent the match, if they know what they are doing they'll DD/SD/CM during the rest turn and sweep the rest of your team afterwards.

In other words, I stated Dragon Pulse as a sub for Spacial Rend because Roar of Time has too many dis-advantages to be used in competitive play.
