RoT is the dragon version of Hyper Beam, on average it has a base power of 75 (150 over two turns as opposed to DP's 180 over two turns or 90 per turn) and can effectively give your opponent the match, if they know what they are doing they'll DD/SD/CM during the rest turn and sweep the rest of your team afterwards.
In other words, I stated Dragon Pulse as a sub for Spacial Rend because Roar of Time has too many dis-advantages to be used in competitive play.

Draco Meteor > Dragon Pulse imo
Mainly on the basis that your stats revert to normal after switching, base power is 140 and acc is 90.
It's accuracy is acceptable and its power makes it useful for both sp sweepers (palkia) and atk sweepers (dialga) trying to take out defensive walls.

Dialga is more of a def/ sp.atk tank due to its stat layout:
HP: 100
Attack: 120
Defence: 120
Sp.Atk: 150
Sp.Def: 100
Speed: 90
Though I admit Draco Meteor is the preferred attack in competitive play (for the reasons you stated before), my personal Dialga would be hurt by it more than it gets help from it.
