I am having the same problem. I followed the instructions exactly and it still doesn't work. I started a new campaign and before I even gained control of the character I hit the tilde key and typed "exec mod.txt" and nothing happened. The mod file is in the binaries folder, and there are no = at all in the file. Any ideas?
I now get "You cannot run the game with a modified DLL....." message. "please reinstall the game" I remove the Mod.txt file, and it starts fine. I have the latest patch installed...
Is this file supposed to be created in a "Text Document" OR text created in notepad? I tried both, text document did nothing upon exec commend, even after the console text mod, and txt created in notebook won't allow the game to start as it sees it as a modified dll file....
I like the weapon specific cheats, but is there anyway to enable them for only the player? For example, the cheat
set WarfareGame.Weap_Shotgun NumPellets 35
sets the number of shotgun pellets to 35. This makes the shotgun really fun to mess around with, but it affects the enemies weapons too. With this cheat on, enemies can rip you a new one with their shotgun.

No, there are no ways to make weapon mods specific to the player only. But you could drop the health from the insane number to a semi-large one.
I'm sorry to hear that some still can't get it to work, for me and a few buddies it seems to work just fine when you play on a local, or silver or no account. No matter what version of Live you have. You have to remember that there are two binaries folders, the one in the account folder, and the game folder- where it should be- with the .exe files, and I can't recall, but the commands might be case-sensitive, so when you enter the "exec Mod.txt" it sould look like that, but without the quotes.
And you should only enter the command when you are in control of the character and in the beginning of new chapters (effects still carry out in the rest of the maps, but sometimes, like the weapons you get later, are not loaded into all maps, so after you get a new one, enter it again and the effect should stay for the rest of the session)

The first time that I installed the game it worked with the mod.txt file however since I did not have an account I could not save the game. When I purchased a cd Key and made my account active the mod.txt file cease to work. I replaced the WarInput.ini file with the original one and deleted and replaced the mod.txt file again. Still no success.
For all of you who have played this game with a Window's live account and have successfully gotten the mod.txt file to work please let us know eactly how you did it. There are two many of us that have stated that it has not worked.
Just tried to play GOW again but this time out of curiosity I signed out of my Windows Live account and proceeded to play the game. Sure enough when utilizing the exec Mod.txt command it worked fine. So it's not the file. I went back to the menu and signed into my profile and tried to play the game again using the exec Mod.txt command. Nothing happened so my conclusion is that the mod file does not work within Windows Live. So how can you utilize the mod command and have the ability to save your game?
