wen ever my sims visit a store owned by another sim they cant buy anything

I know this is a bit of threadomancy, but I have a similar problem.

I am completely unable to activate the clothing racks, either to 'try on' or to 'buy' clothes. What am I supposed to do to get this to work?

What happens is this: I click on the rack, choose my option and the icon goes into the upper left corner, then disappears, looks like the rack 'resets' every time I try to activate it.
