Well on the other games I have started with 2 of the top superstars from each brand, and then I start playing it with the lower superstars and build my way up to the top superstars.
PS: Well I just won the WWE Title from Kurt Angle

I may be right or wrong, if you don't go for the WWE title during season modes, you'll end up getting a shot at the tag team titles and the storylines will go accordingly. I just played two of such stories. One with RVD and other with Chris Masters. But they were on RAW. I'll check up SmackDown! soon and let you all know. Keep those storylines coming!
