The pokedex is right, but you have to be real specific, theres a certain 6 tiles of water which are the only places you can catch it. The exact location of these tiles is random and probably impossible to determine, but it will change if the player introduces a new "trendy saying" in the Dewford Town Hall. In the tiles Feebas does appear, though, it is fairly common, especially if the player is using the Old Rod. The location of the tiles has nothing to do with the saying itself, it is only randomized again whenever it is changed. So fish with the old rod in every tile of water there untill you catch one
