I figured out how to work around this; just press CTRL+J to bring up a list of all your downloads, then choose "keep anyway" next to the file that Chrome refused to download.
It's frustrating that the error message at the bottom of the browser window doesn't give this option and only lets you choose "discard," but this is a super easy workaround!

Just to report that Firefox version 78 is now also blocking CH downloads by default, a "Deceptive Content and Dangerous Software Protection" feature has been added to it.
It can be disabled by going to the privacy & security section of Firefox's settings. No whitelisting option that I can see, which means an all or nothing approach for now. I've filled in a form asking them to remove CH downloads from auto-blocks, though it might take multiple submissions before they do something about it.
Please let us know where to fill out this form so we can direct all of our users to do so and hopefully get taken off this ridiculous blacklist.

As an interim measure, Firefox users will have to disable the "dangerous download" protection feature in the security settings, if they don't want to manually override each and every download when getting a trainers from here.

What bdo7 said here does work. You can select to keep the trainer from the downloads window.
