After finding that this trainer supports item editing exclusively, I've been searching for alternate ways to edit Chips, and I have found an excellent source, GitHub, from CensoredUsername/Nier-Automata-editor (Google search, top result. I'm not sure on the rules for direct linking to an exe download, so I'll play it safe) You can download source, the python script directly, or an EXE (Which I am using, it scanned as safe using fully up-to-date virus defs, both ESET and windows.)
This allows you to edit: Character Name, Experience, Money, and ALL chips currently in your inventory, as well as all blank spots where chips could be. You can select any variety of chip, any rank (Up to 8) and the amount of chip storage. After giving myself a full complement of chips at +6 for 6 cost each, I've been playing for the last hour with no issues. Just be sure to un-equip all chips you plan on editing, since it'll bork things if you edit an equipped chip.
