Right-click on that folder --> Properties --> Click on "Security" tab --> Click on
"Advanced" button --> Click on the "Owner" tab --> Click on "Edit" button -->
Under "Change owner to:", select your user name --> Check the check box
"Replace owner on subcontainers or objects" --> Click on "OK" button --> Click on
Oh and btw. It does not matter if you are running as admin. You will still get the pop up.
I did as your post said to the folders in question to no avail it did not work.
I do not place downloads in critical areas like the windows folder that's just crazy there's already two places that download's go that are just fine for me.
also i do keep them in my documents

ok while i was testing out what bes told me i found out that every time i download an old trainer i get a .zip.part file that will not remove from my computer giving me the you need permissions to preform this action popup

I suggest to download the trainer to the desktop, then run Winrar or any other unzip tool via right click "run as admin" and extract it to your desired folder.
i don't use windows 8 i use windows 7.
and the way you suggested that i download the trainer to the desktop i get errors instead of permissions popup that dose not work even if i say yes.
