Just an additional note, but this popup also occurs when the file is locked (as in being used by another program). Check to make sure no programs have the file locked. You can use the program called "Unlocker" to check for programs that have it locked.

The reasoning for this is that the TrustedInstaller is the only user that can forcefully interrupt a locked file (and the results of it are usually not pretty). Unfortunately escalating the copy token to administrator is not enough to equate that of TrustedInstaller.

Hopefully this makes a bit more sense.
