When I try to turn off my PC by clicking on "Start --> Turn off computer --> Turn off" Nothing happens at all, it does close some of the programs on the task bar but it doesn't turn off and I can continue using my PC normally.
I used Malwarebytes to remove Malwares and I also used C-Cleaner to clear stuff and fix registry errors. I use Windows XP SP3.

This is more of a program or service refusing to terminate for whatever reason. In your regedit program you can navigate to the below registry directory:
HKEY_CURRENT_USER\Control Panel\Desktop
In here you will find these two keys: AutoEndTasks WaitToKillAppTimeout
The first key (AutoEndTasks) controls whether to allow Windows XP to be polite and ask you about ending programs or to straight up kill programs so it can shutdown. Change this from '0' to '1' to stop XP from being polite and waiting for you to shutdown stuff. Note that this only accounts for processes that you open (not for services which is for below)
The second key (WaitToKillAppTimeout) controls how long a program has to exit gracefully before XP sends a kill signal (which terminates a program regardless of its state). It's original value will be set between 12000-20000 (which is 12 to 20 seconds). Note that this is measured in milliseconds so whatever number you choose remember to add three zeros at the end. A good number for faster shutdown is between 3500 to 5000.
If either of these keys do not exist you can recreate them in the registry by right clicking > New > String Value. Remember that capitalization is important when naming the keys and that they must have the same caps as in this post.

I edited those registry keys as you suggested but it didn't help. :\ I'm only able to turn it off normally by going to the switch users screen, then turn it off from there.

Yeah I was able to turn it off using that command. @torchbearer - I'm trying to avoid the system restore solution as long as I can.

I know what I'm going to say is just so general, But change your windows, or maybe switch to 7?
I've faced worse problems, I'm not changing my precious XP for that reason
