You need to talk to Norai,that fat guy in the Sanctuary.
You'll need to cook anyway to progress in the game.
You don't cook yourself. Considering this is a spoiler thread, I'll still warn you.
Spoiler:
You need to find and speak to the royal chef. He'll cook everything for you throughout the game. You'll need him at several times. You'll find him in the room between the path to the Field Hospital and the Mercs guild. Make sure you have the ingredients you need though.

Hmm, there might be. I think you have to get the quest to get the queen fried chicken (to start the guild) or a royal donut. I forget which comes first. I think he says he'll cook anything for you after that.

Then the latest patch must have bugged it. I have both quests plus a few more that require cooking, ingredients, recipes etc. Maybe Remi the rat can cook, but I can't.
