Using your info I actually managed to remove the censor blocks and the orange layer by replacing those files with a "blank" shader. The actual character model texture you end up with is a "Barbie/Ken Doll".

Screenshot can be found here. Even though there's not any naughty bits on the character model I blocked out stragecic bits to make it less inapproriate. Image host site will also request age verification (not like that really helps anyway )

Make a backup copy of the shaders.vpp_pc file located in:

your_SRTR_base_install_dir\packfiles\pc\cache

Then extract my uploaded shader file into that same folder, replacing the current file. My file is quite a bit bigger than the original file, but I put that down to my limited knowledge of the unpack/pack utility I used.

Mods, if this post is inappropriate in any way please remove it.

Use these tools (Link) to unpack shaders.vpp_pc.

In the extracted files there are two files, rl_null_shader.fxo_pc and rl_null_shader.fxo_pc_dx11.

Replace privacy_bar_c.fxo_pc, privacy_bar_mc.fxo_pc, and privacy_bar_s.fxo_pc with rl_null_shader.fxo_pc.

Replace privacy_bar_c.fxo_pc_dx11, privacy_bar_mc.fxo_pc_dx11, and privacy_bar_s.fxo_pc_dx11 with rl_null_shader.fxo_pc_dx11.

use the aforementioned tools to pack the shader files back into shaders.vpp_pc.

Now when you play the game the null (do nothing) shader will be used in place of the privacy (pixelate) shader.

Or if you are lazy and trust random downloads from the internet, replace your shaders.vpp_pc file with the file in this archive (Link). Yes the new file is much bigger but that's because when repacking the compression option wouldn't work. I'm not trying anything sneaky. I promise.

I unpacked it with
Gibbed.Volition.Unpack.exe shaders.vpp_pc test

And packed it with
Gibbed.Volition.Pack.exe shaders.vpp_pc test

but my game won't launch with the new file

Also have you tried to replace to privacy bars with those shaders

Also use this command to get the file the about the same size it was.
Gibbed.Volition.Pack.exe -p=6 -c shaders.vpp_pc test
