well, i found some cheats but not all of them seem to work correctly.
I bought the DL version off of Impulse, steam is having issues with my current region, lol. Guess they dont like deployed soldiers, lol. anyways here goes:
ode: Cheat Mode
The console opens with " ` " You need to select a planet or a ship an then enter the cheats:

emp_see_all
create_ship
add_resource
add_emp_stat
destroy
set_owner
set_emp_col
list_stats
zoom_to
add_resource Metals 1000000
add_resource Ore 1000000
add_resource Electronics 1000000
add_resource AdvParts 1000000
add_resource Food 1000000
create_ship "Capital Ship"
create_ship "Colony Ship"
