change to: "E:\dow cr\Warhammer 40000 Dawn of War II - Chaos Rising\DOW2.exe" -dev
then click ok and you got dev-mode"
Then just run the game and just press the correct hotkeys stated in the readme.txt that came with the mod zip file. You may need to start a new campaign, but I'm not sure. Running in "-dev" makes you not able to play multiplayer, but you can go back to normal and play multiplayer once you have enough wargear by doing what schafi said above in reverse, so just delete the "-dev".
This might help some people. I tried all these tips and still could not get the dev/cheat-mode to work (with the "-dev" shortcut).
So I went into my game library in steam, right-clicked on the game and selected properties. Once in the properties I selected the "General" tab and added the "-dev" command line parm directly in "Set launch options" so that steam loads it as it launches the game and presto!
To return things to normal, you'll need to remove the param the same way.
