According to what I remember from the movie Notorious it was some gang guy but they thought it was one of Biggie's people because it happen as he was in the lobby of some building where he was supposed to be meeting Biggie.
And then as everything with so called "gangsters" Biggie ends up dead soon after.

Unfortunately I think he is dead. If not I think he would've made a comeback by now or someone would have said something. People cant keep secrets like this for this long.

Tupac is dead, and why would it be a big deal if he wasn't? It's not like he was a world leader or anything.
I see what your saying. But that would just be schocking if he came out all of a sudden and everybody knows he's alive. I think that would get a lot of attention personally because he was a very famous rapper.

Aside from the fact that I really doubt he's smart enough to pull off staying in hiding for so long, why would he bother in the first place?

Tupac was a very intelligent person, I have no doubt he could come up with the idea to do this, but pulling it off in a time like this would be borderline impossible.
He's dead.
