Ok first, get all 16 gym badges. Then, you should get a phone call from Prof. Oak and then head on over to his lab in Pallet Town. He will then give you HM08. Hope I helped!

You have to beat the Elite Four to be able to go to Kanto, then it's just a matter of walking there.
Where is Pallet Town in Soul Silver?

Its in Kanto, in its original spot if you played Fire Red or Leaf Green. But, any way, its south of Viridian City.
