it's a two part code, one prisioner has the last two digits and another the first two,just in case you don't have any auto hack darts left

There's also a part after the Cell Block South entrance where they ask you for a door code, too. Use a hack dart on the bot you can see next to the upgrade station, and it will open the door for you.
