Im sure it will be retail, its adding a whole new area as well as old one, more characters to have in your party, a huge new quest line and new types of classes to start with.
There are hints that you can go a Quarian, an Antivan Crow and an Orlais Noble/Begger. With new classes of Priests (as in Chantry) and Templar's being open also.
Not to mention you run into the clever dreadspawn and you can continue with your previous characters, hopefully your main has taken the ultimate sacrifice, otherwise I have no idea how that will continue :P
