Russia to this day has never been to the moon.. I'm undecided on the whole moon landing conspiracy theory it seems unlikely you could keep the 1000s of people who work at NASA to keep it hushed up for so long though.
Russian people have never been to the moon. However, they both reached it first and landed non-manned vehicles first.

A lot of technology taken from the V2's was used for space rockets so wouldn't landing on the moon be reliant on WWII taking place?

Not really. The Russians took practically nothing from the German V program--they already had the technology. They launched their first liquid-fueled space-capable rockets in 1933. All the captured V-2 designs gave them was a little refinement on the concept.
