He is not in the warehous either and I am stuck also on this level as I am asked to provide 3 warships but there are no cannons and neither the possibility of manufacturing cannons! What a stuck up game...

the game isn't stuck up, you probably haven't tried everything possible yet. I was able to build those ships somehow, so it isn't impossible. I just don't remember where I got the cannons from, was a while ago.
and Richard will be in the warehouse, but you need the warehouse to be a castle converted to the warehouse, or else he won't go there, so if you made the warehouse with a ship, demolish it and then convert the castle to a warehouse, that worked for me when I couldn't find him
