Just know what floor he's on...I think that it is the one with the slightly boarded windows. Don't stay in one spot, and move after each shot. (Both him and you)
On veteran, it takes three shots, even to the head. Reznov will say something to the effect of you just grazed him if you hit him. On recruit, I know it takes one shot and regular and hardened I don't know; I never played them.
