I've been reading posts about there being special kill conditions for made members of rival families. Do you have to meet those requirements or can you just kill the person just like when we carried out hits in the first game and you only lose things like bonuse money for that hit. Any help would be appreciated thank you in advance.

You need to meet them in order for them to be "permenantly" gone, otherwise they are just "wounded" like your soldiers are.
