The Confederacy of the Prescyla Islands was formed in the year of 1678 in response to an increase of pirate raids on coastal towns and ports.
Before the Confederacy was formed, the Islands had been a large collection isles, independently colonized by several nations, including Great Britain, France, Spain, and Portugal. With the islands' high output of several types of crop, such as sugar, cotton, and tobacco, the location was an obvious target for pirates and raids.
For over five decades, the separate colonies dealt with the pirate raids on their own basis, often inefficiently. None of the islands had the manpower or the fleets required to stave off the pirates with any reasonable rate of success.
After repeated requests to respective home countries and repeated lack of response, the Prescyla colonies took it upon themselves to take preemptive measures against further pirate activity.
In 1671, the colonies combined their respective militaries into a single cohesive force. This amalgam force was much more effective at dealing with pirate activity. However, the increased efficiency of dealing with the pirates had an unintended side effect: with the less able leaders, the more capable pirates gathered captain-less men to their own banners.
In 1675, the Prescyla colonies agreed to share their military and technological knowledge with each other in a bid to stamp out pirates once and for all. Quickly, several of the islands' ports became facilities for building, maintain, and upgrading warships. Within two years, the size of the islands' naval capabilities had doubled. A decision was made to take whatever the pirates had stolen and use it to fuel the economy of the colonies.
In 1678, the colonies became a Confederacy, operating independently of their parent nations. Great Britain and France attempted to quell what they labeled as a 'rebellion', but the Confederacy's recently acquired military and economical power allowed them to keep their parents at bay. After 6 months of useless fighting, France gave in and recognized the Confederacy as a nation. The British followed suit a few months later.
Over the years, the Prescyla Islands' economy has grown considerably, as has its military. While the Confederacy's military is one of the smallest on the planet, it is recognized as being one of the most technologically advanced.
