What do you want exactly? Apparently you don't own the SF-Edition. So it follows the sollution for non-SF-Players to unlock them. Credits go to a guy named Agostinos over at TwCenter.
1.download this tool: Link 2.use that tool to unpack the main.pack in //steamapps/common/empire total/data 3.backup the main.pack (there must not be a file with that name in the data folder) 4.go to the new folder db 5.delete the folder units_to_special_editions_juncs_tables 6.play with ALL (even region related) Units
works in Campaign(verified), Quickbattles(verified) and supposed to work in Multiplayer(not tested)

Nya consider that they HAVE to be in both version. Every other case would drive multiplayer unable...so it was just a matter of time until they were hacked. But as I stated I haven't try MP so maybe STEAMS blocks you as the keys are missing.
