Yeah many countries are that way. where I was born, Venezuela, games are random Philips CDs with a paper saying Fifa 98 (for example).
Also, regarding the topic, I paid 25€.

but i can't play this game at all

that is because of its insanely high system requirements. Even on a good system, it delivers an FPS rate of less than 20.
And if you are trying to say that you can't even run the game, then you need to register the game and get logged into Rockstar's socio club.
Thanks to this topic & the cheap deal I got, I've been playing this since mid July and lovin it - easily 9.5/10. I'm glad I didn't pay more than £10 for what is just a console port, thats my only annoyance with this game
I was also put off by the game needing to run Social Club (I know you can disable this), and logging into live. But I've grown quite attached to collecting points as an achievement for completing optional aspects of the game, that you didn't get in previous GTA games. Thats why I didn't really bother before collecting hidden tags, etc. The various jump points are much more interesting than killing flying rats.
If you can get this game cheap, grab it and you'll never look back - unless your PC is very average don't bother. Go to systemrequirementslab to check your PC can run the game. To run Recommended settings requires 2.5GB RAM + 512MB graphics card!
