go up from the library and you will find a break in the rocks either blocked off or not blocked of if they arent then you can play cliff diver.

It is by the country cafe. If you have gotten far enough in the game then it should be unlocked. If you haven't it will be blocked off by road equipment. If you have, then you can go and play cliff diver.

How far into the game do you have to be in order for them to unblock the way to the cliffs?

To play the cliff game U must be on the last part of the game.The cliffs are beside that Cafe...Just go up the steps and it will say GOAL COMPLETED!
