For those looking to find RESETTI Surveillance center. Visit the city after 8pm. Dash to the right after stepping off bus to find a pair of orange cones in front of a small tunnel. You usually can't enter because of the cones, but check here every evening after 8pm and you might notice the cones are pushed aside, letting you enter the tunnel beyond. Get a silver shovel from Sonny. This is straight from players guide. The silver shovel is just like the normal one, but it causes more Bells to pop out of rocks you smack.
