    I know! I have a Blastoise at Level 100, and here are his stats:

    HP: 267
    Attacks:
    Hydro Pump
    Surf
    Ice Beam
    Water Pulse

    All of his stats arent at 250

    My Blastoise is just fine without cheating.

    i think you should remove razor leaf for solar beam.
