From what the creator wrote in the legal, as long as it isn't limited to the CHU it can be distributed freely and hosted anywhere.
But sadly as I am a newbie to the site, I do not know the protocol for such things, as in you uploading to a file hosting and giving the link, or if PWizard has to give the nod of acceptance and uploads it himself.

I have not been able to get in contact with the maker of this trainer. I tried twice a day for two weeks with no results.
Well to be 100% sure you'd have to consult a lawyer
But it seems to me that it would be fine to post it as a free item on this site, the only issue I can see is who the credit goes to, since when you submit items it goes under your name...
