Start shooting asap, just keep shooting him as you drive it takes time but you'll get it. aim for tires, and bike... just as important as hitting his body.
after he starts to escape about 5 seconds or so he will go under a building (like a tunnel) there he will be going straight for a few seconds just shoot him in the back with your uzi you cant miss

If you are playing the PC version (which I'm assuming you are) I find it much easier to turn the Vehicle Density setting down to 1. This helps immensely with chasing and racing missions (my two most loathed missions in these games). Certain missions ignore this setting, however, if the traffic plays an integral role in the mission (such as cars flipping over etc.). I can't remember if your mission is one of those
Completed The Bike Mission managed to stay on the bike through the tunnel aand way past some alley ways was shooting him with uzi hit him he fell off so i chased him and
emptied like ten clips into him that happenned on chrismas day
then went on to Phill Bell's mission, after about 25 tries done that just now as well
