Not necessarily, "Sorry to say" could mean a number of other things, especially when it comes to the Fallout universe.

either way, it didn't take me long at all to reach the very sad part about dad in the game....if you haven't reached it yet, either you just started it, or you're taking the game WAY too slowly.
