how do you get togepi to evolve and chancey and what is the shiny stone?
and where do i get it?

The shiny stone is a new thing in Diamond and Pearl. Togepi evolves into Togetic by being very happy. Just keep it in your party (at the front speeds it up) and it will evolve that way.
Chancey evolves into Blissey the same exact way.
