You can get close to unlimited ammo Try changing this line in the xml clipsize="17" ammomax="1500"
to
clipsize="99999" ammomax="99999"
Now you aren't going to get all that ammo off the bat so you are going to have to either pickup the ammo for the gun a bunch of times or spam the phone call cheat!

I have no idea if this has anything to do with health or not. But can the fragment.xml in Grand Theft Auto IV\common\data\fragments be changed in anyway to add to the effectiveness of your ivincibility mod?

As i said i have no idea. I'm just trying to help. I did change them around a little just changing a few numbers and everytime someone shot me the game froze.
I'm thinking that's just holdovers from San Andreas, after editing it to my liking I noticed no difference what so ever in my highly scientific testing... see also: shoot out with a gaggle of cops.
When they hit, they hit just the same as they always do. GTA4 isn't impossible to mod, far from it, but until more of the file structure is understood and the files that actually do contain the important data to the game are discovered, there's not a lot that can be done even with such promising key words in the data like that.
I'm thinking someone is going to have to comb all of the game's files, including the "unlikely" files, for the data the game is using for key functions. Until we know what to modify, modders are somewhat limited to stabbing in the dark, and so far while some progress has been made in some areas, some of it is wanting as well.

so,i discovered something,i think it only happens for me...i can still die from grenade,rocket launcher or exploding cars,but if i spend something like 5 mins killing police at 6 stars,then i cant die from explosions,and when i fall on the ground it takes very very little health,even if i jump off from GetaLife building it takes me half of my life when i hit the ground
