If you go look at the ToV forums, they already talked about it and there will be no armies because they wouldn't work together... It's odd, but wont happen.

Here's a little summary:
Basically, there will be "3 Mini-Campaigns" which each consist of 3 missions:
"Episode 1: Tiger Ace: Control Tiger Tank Ace Hauptmann Voss's highly decorated Tigergruppen against the British 7th Armored Division on D-Day in one of the most famous tank battles of WWII.
Episode 2: Causeway: Command and American Paratrooper Company in the hours following the initial D-Day landings.
Episode 3: Falaise Pocket: Command the Wehrmacht Army as your soldiers try and hold off the advancing Allied army. "
Also, in campaign it has the same "Level up & Experience" system as DoW2 (Dawn of War 2) which allows you to upgrade your Command units (the important units, not the meat shields)
So that means: no Soviets, no Italians, no Pacific front, no Vietnam and other variations, but a spin-off campaign in Normandy. Few new units, and few new skins but no decked out new faction to play as.
The game introduces a "Direct Fire" combat system where you get to control the unit's movement, when they shoot, etc- your FULLY in command.
New maps, and some new modes for Multiplayer. (Invasion)

Direct Fire Control Not only can the player's tactical and strategic decisions influence the battle, but players also directly control units on the battlefield. Players will aim, fire, and maneuver in real-time to capitalize on the changing battle conditions. From the THQ website:
Command New Units New infantry and vehicles such as the Schwimmwagen and Staghound will be available. The Schwimmwagen is an amphibious, all-wheel drive off-road vehicle while the Staghound is a highly maneuverable 4x4 Armored Car.
Conquer New Territory New maps based on famous battles such as Villers-Bocage will be available for competitive players in the online battlefield.

the Direct Fire would be great, The only negative thing about ToV is the absence of new factions.

ToV is an awfull expansion pack its more like a cheap mod. No real new models or units even lack of a new faction. Campaign missions are terrible short. Direct fire is only useable on certain units and only in campaign mode and the panzer multiplayer map w/e its called. So basicaly if u dont play MP your not buying anything but the old CoH with direct fire only in a few short missions of the same map 3 times. This shouldn't have been punlished it would have been better as a free download or a $5 dl. Seriously though wth is wrong with them? This modification lacked everything. It is somewhat tolerable I must say it adds some content to an already great game but it really disappointed.

Damn it, there's nothing in this exp that's worth the $29.99 game price their charging us to buy it. No real new units, factions, or maps, just re-skins of old units and maps that have been rehashed which they say are new units and maps. No wonder I didn't hear anything about this game until I came to cheathappens and saw a trainer for it.

Ow... I bought this game in 3 series package and installed them all in one so I don't know the details, but when I tried this game, this game is better than command and conquer, so realistic, love it so much. Especially when using british army, theres commandos squad that is capable to land in any space areas. can't wait to go home and play it again hahahahaha...

it is very sad to see a game with such a huge potential and so well made...so authentic in every aspect...to go out with a whimper. i was expecting so much more from the greatest RTS franchise ever made. playing Tales of Valor...i felt very sad...that...almost makes me not play it...for the fear of being so disappointed.
