It removes symmetry requirements from all editors that have it (creature, etc).
To install simply drop asymmetryhack.package in the Data directory in your Spore installation directory (where Spore_Game.package, etc, are).
If you don't want it anymore, simply delete asymmetryhack.package.

So does this let you place ONE arm or ONE eye etc, or do you still place TWO arms but you can make one arm big and the other small?
Same with eyes etc?

The prior.

Actually, it does both if you are modifying a creature that already had Symmetrical parts, you can scale those parts individually. Keep in mind that if you scale the arms individually, and then switch back to using a non-modded game so you can get symmetry back, the creature might not pollinate, as the system now counts that as two separate arms.

What does this do to complexity limits? Also, can you share the creatures with people without the hack?

As far as I'm aware, it effectively doubles the complexity limits (by splitting the complexity of parts by 2).

As far as I know, it doesn't matter what you do to your creatures, you can share them.
Using the trainer, I created a creature that had so many parts, I never could get it to fully load in the game :-) I shared it and had my sister load it into her game, and it has the same exact problem.
On a similar note, I ran across a creature (space age) that had ship parts on it. It was a normal-looking creature, but it had wings (not the outfit type) and propellers, as well as other things on it, that are only in the vehicle builder. Any idea how that's possible?

Maybe you saw some of the Space Stage outfitter clothes. I know that has wings and propellers.
