It's perfectly legal to modify a game and combine whatever you want as long as you already own both games.

The problem is that there IS alot of legal issues surrounding Morroblivion because it combines morrowind. I believe i read that Bethesda Softworks was threating lawsuits so the mod discontinued. I read it here. www.tesnexus.com/news/archive.php?page=5
