You get it from the old lady in Celestic town after you give her the charm from Cynthia

to get the charm, beat the pastoria gym leader, then go up to the galactic grunt and he will start to run away. keep following him, and when you get to the lake, cynthia will give you the secretpotion to cure the psyduck and gain access to celestic town. there, go to the ruins and battle the grunt. after you beat him, celia's grandma will give you surf
