Trying to get the word out on how to fix it and of course putting out mods and edits that for some reason seem to be unheard of is kind of fun really. The way I see it, if you're going to mod the game to let you build a King Tiger/Priest/whatever, keeping artificial limitations on them is a bit unnecessary.
The reason mods don't work in 2.3 is that Relic FUBAR'd a little snippet of code which permanently disabled the -dev function, however there is supposedly a fix in the works for the next patch (as discussed in the first link) and there is a hotfix available (second link) thanks to Corsix:

Hmmm... well, it works for me and a few others I've talked to.
How about this, try downloading Corsix's Mod Studio (it's totally free)

With that pulled up, choose
"Load COH/OF Mod"
It should take just a couple seconds to load up the mod, then on the top bar, click the "Play" drop tab, and check off "Run in Dev Mode", then click the drop tab again and choose "Play in COH/OP".
If any part of that doesn't work for you, then the mod is likely not in the right folder (which the Mod Studio will promptly tell you when trying to load it), or perhaps the 2.3 issue of the -dev command is still not working for you.
That's part of why I stopped at 2.202 and will wait for Relic to unbreak what they "fixed" to patch up again. That being said, I trust in Corsix's work to do what needs to be done, but you'll have to go to the source for problems there.
I hate to sound like "the mod works, you're just not doing it right", but my hands are pretty much tied. There really isn't any "code" to it that can malfunction, it's merely taking values in the file and editing them to our liking. I can only reassure you that I've tested it repeatedly to work the same as the original Special Tanks mod since there was no point to reinventing the wheel.

There is method to my madness... or madness in my method... I forget what the guys in white coats told me... but long story short, 2.3 and mods don't always get along, and while I know it stinks I am merely the barer of the bad news.
There is supposedly a hotfix in the works and/or another patch looming on the horizon, but I have no idea when that will be coming. The community of course is furious with Relic for this foible, but if you absolutely positively got to get your mod on, I can confirm beyond all shadow of a doubt that 2.202 still works with mods perfectly.
