I have Tried 150 times to cross the wind tunnel fan I stop time and climb on to one of the propellers and get to the middle dome part, but keep falling at that point I got to 1 off the 4 openings the one on the left but cant get any further. It looks like you have to cross in 2 steps as the fan blades don't line up for a striaght line crossing, assuming that you don't fall off on the dome of the fan.
UPDATE: I HAVE MANAGED TO GO UPWARDS IN THE TUNNEL BY PRESSING THE B KEY BUT DROP STRAIGHT DOWN AGAIN, AND DIE.

Any help welcome.

Walk to the edge of the platform and press the time control button. You may need to move around a little until you are standing in the exact spot you need. When you press the button your time control ability will not activate, instead you will begin lifting into the air. Up near the top there is a walkway, immediately start stearing yourself toward the walkway or you will just fall back down into the fan.

Press the TimeShield button, this will activate Time reverse. Don't hold it down, just hit it. Once you get near the top of the tunnel, move in which ever way is closest to the wall. The reverse should deactivate and you land on the platform.

Hint: once up there you can use the suction as a shield. Hit the enemies with a high powered weapon (sniper rifle), it should make it past the suction.

small tip for a nice movie ..
once up, cut the uplift ... and fall down
watch the nice movie of yourself being made filet americain...

Step out onto the plat form and reverse time you will go up.get off at the top balcony.you will find four gies to shoot.Have fun.

i stand at the end of the balcony, wait like a minute, rewind time, and press w when im at the top, so i go onto a balcony, catwalk, structure like thing. i may add the guy say "what the hell he came out of nowhere! if you land next to him. SPOILER: IF U REwIND TIME AND MAKE IT TO THE TOP BUT FALL BACK DOWN YOU GET A DEATH CUTSCENE.

ohs its already been said sorry, but this can be doen AGAIN later again in the game, all fan parts have death cutscenes.
