Is there anyway to make zero waiting time for casting a spell so that after you cast a spell you can cast it immediately after

It should be possible to make a trainer for this. Capturing the timer for spells might be hard to do. I am sure it is locked to each action/spell so this would not be the same memory to lock for each spell. Each class has multiple spells.

It should also be possible to adjust weapon attack/fire speeds. No telling if anyone will take he time to tackle this but it would make clearing dungeons a lot faster.
