wait do i need to give them like meteorite or stuff to reforge them into a steel rod? cuz when i talk to them they just sell me stuff like swords or give an option to reforge them... Also, which blacksmith?(dwarven or order blacksmith)

You need to have placed (or maybe just obtained) all the stone things, sorry forgot what they're called, and then get the tower card from the village elder of the brickmakers and then you talk to the alchemist who tells you that you need to forge it you then go to the smith that you are friendly with and request the rod then you wait a while and then you pay them 70 orens and they give you the rod you then go to the druids who you pay to summon up a storm then you go to the golem click on it and "give" it the lightning rod then you kill it. just as a ideea,if you are going to fight the golem don't use by any means the silver sword,just use your steel sword and the strong style and you will finish him in no time

Actually you can't (and don't have to) have all stones when activating golem, 'cause one of the Sephirots you'll get after killing the thing.
As for the rod, no spec material is needed, only the quest gained. Just go to a blacksmith (dwarven or human, depends which fraction likes you) and ask to make a rod. He'll tell you to hang around for a while and come back to pick it up, price - 70 orens.
Teleport stone (given by Kalkstein) you can use in Power sources (those blue lights where you increase the signs power). Just click on a source and select use teleport.
When you activated a golem, don't use any of your weapon, useless! Remember 3 pillars around the golem? Just drink potion (called Blizzard or Snowstorm), which increases you reflexes and everything around becomes very slow, so that to be faster then monster, and use one-by-one 3 pillars. You'll see how lightning hits the golem. Repeat this again and again till you finish the thing.
