Its been awhile since I played this game but if my memory is correct, you don't.
The only way to get past the Snorlax is to solve the mystery in Lavender Town and the man will give you a card for your radio. Play it near the Snorlax, and he'll wake up.

Find the generator piece in Cerulean gym. Then, go to the Power Plant and give it to the man. After that, fly to the Lavender Town Radio Tower and the president will give you the EXPN Card. Now you can listen to the radio in Kanto. Go next to Snorlax and tune your radio to the Pokeflute channel. Snorlax will wake up and attack you.
