No. You can either use a gameshark/action replay, or go on eBay and purchase the Japanese version of Pokemon Crystal.

umm, it said it learns Thundrbolt, but it didnt say what level it learns it at.

Raichu never got the popularity Pikachu did, even though it's stronger, bigger, and manlier looking. You can only get Raichu by evolving Pikachu, and you have to use a ThunderStone to do so. The best level to use the item is 45, when Pikachu finishes naturally learning moves (Raichu learns no new moves from levelling up, so all of those moves should be learnt previously). Raichu is faster than Pikachu, can learn all Pikachu has and more, and is generally stronger in every aspect. Still, neither of them are considered amazing, but still a good addition to a team.
You'll have to get Pikachu to learn it, then evolve it.
Pikachu learns Thunderbolt at level 26.
well, that sucks. I evolved my Pikachu at like level 30, and it never tried to learn thunderbolt. I did raise it enough to make it learn swift, but thats it. Are you sure raichu cant learn Thunderbolt on its own?
