Depends on point of reference, some people think of the first form as a base form (as I do), after that is the first evolution then the second will be the final (basically first evolution means it has evolved once) where as others refer to the first form as the first evolution.

Sorry to keep you all in suspense. The internet wasn't working. And I forgot about Pichu. Generally when I talk about 1st evolution I mean you have the basic pokemon eg Pichu, then the 1st evloution eg Pikachu and then 2nd evolution eg Raichu.
