Maybe, but phione isn't in high demand because you can get any amount you want and it learns no good moves. It is by far the worst legendary....ever.

The two things that make it a legendary are: it is breeded from manaphy and that it doesn't evolve..........and those two things might be the worst features of a "legendary" pokemon.

just not evolving doesnt make it a legend, though. i agree, that its not that good, but it is still a legend

i think they just wanted to make a baby manaphy, (because it hatches from an egg) but, still make manaphy rare
