i think it is not a legendary, I think it is an event triggered pokemon like latios and latias, who are not technically classified as legends even though they are classified as ubers. I consider any pokemon that you can use in the battle tower to be non-legendary though >_>

I guess technically, but Rotom is definately at least an uber.

i think it just one of those pokemon you can only get one of i any one game. like in leaf green you can only get one eevee without breeding but its not a ledgendary.

i agree an disagree i think its uber but semi legendary i think it has more legendary rep than evee

If it's a legendary, it's a weak one.....
I'd say no, simply because it cannot compete with the moves and stats of better, more "real" legends.
